The privacy concerns were closely tied to skepticism from lawmakers that the Libra project would be a "non-profit organization" independent of Facebook's control. Facebook's hilariously inept attempt to make it look like it didn't control Libra involved creating a "Libra Association" made up of companies that included, for about 10 seconds, Visa, PayPal, and Uber. To create this group, Facebook, a large public company, essentially copy-pasted the legal structure of the "Swiss non-profit foundation" that was popular with the sometimes shady early crypto projects focused on offering coins around 2017-2018.
