The plan was prepared by a working group made up of various government agencies, including the Ministry of Finance, the Ministry of Economic Development, the Attorney General's Office, Rosfinmonitoring (the federal agency in charge of combating money laundering and the financing of terrorism), the Federal Secretariat Tax Service, Ministry of Digital Development, Bank of Russia, Federal Security Service and Ministry of Internal Affairs.
