After calling off the sale of TikTok to Oracle earlier this year, US President Joe Biden signed an executive order reversing the previous administration's bans on TikTok, WeChat, AliPay and seven other apps. The apps in question are still not short of hot water, however, as Biden has asked the Commerce Department to evaluate any apps or software related to foreign adversaries and take action if necessary. President Biden's new executive order replaces three separate executive orders signed by former President Trump last year that blocked apps like TikTok, WeChat and AliPay from appearing on the Apple App Store and Google Play Store. Previous executive orders have also taken additional steps to prevent these apps from working in the United States. In a context posted on the White House website, the Biden administration provided additional information about the threat that certain apps from China and other countries pose to US citizens, saying: “The Biden administration is committed to promoting a more open, interoperable, trustworthy and secure; protect human rights online and offline; and support a vibrant global digital economy. Some countries, including the People's Republic of China (PRC), do not share these values and seek to take advantage of Americans' digital technologies and data in ways that present unacceptable risks to national security while promoting controls and authoritarian interests of the application of the law.
